A few weeks ago, a multi-national conglomerate held a rowing competition against a team of small and medium sized companies.

The event was to be held in large rowing boats of 8 men each. Both teams trained long and hard to achieve the highest level of performance. When the big day arrived both teams were in top form but the small and medium company size boat won the competition by almost 1 mile. After the defeat the team from the huge conglomerate was very depressed and moral was at a low point, and top management decided that the reason for the defeat must be investigated. A special project team from the conglomerate was formed to find the reasons for the defeat and recommend appropriate solutions. After intensive investigations the special project team found that the small and medium size company boat had seven people rowing and one man steering, whereas the conglomerate boat had only one man rowing and seven men steering.

Top management immediately engaged the services of an expert advisory/ efficiency firm to perform a study of the structure of the conglomerate team. After several months and substantial costs the advisory/ efficiency firm came to the conclusion that too many people were steering and not enough were actually rowing.

To avoid a future defeat the team structure was changed. They now had four people steering, two managers in charge of steering, a senior vice president to oversee the entire operation and one rower. In addition a performance and employee panel were instituted to provide more incentives to the rower and give the rower more responsibilities and enlarge his duties.

The next year the small and medium size company boat won by almost 2 miles. The conglomerate management was very disappointed; they fired the rower because of his poor performance, they sold the oars and the boat and stopped all financial support for a new and faster boat. The expert advisory/efficiency company received praises and a letter of commendation. Top management of the conglomerate firm also decided that all the money saved should be given to the seven non-rowing members of the team..
